there are already over 40 possible safari spawn pokémon.
that's more than double the number of possible spawns in the areas that have the second-most number of pokémon in their appear lists.
adding more would not help. changing the spawn groupings entirely would be better, but this would require pokémon groups and locations to change all across the map, to preserve the "safari poké are only found in the safari" stipulation. in time, perhaps. but for now, not entirely possible afaik.
