a logical explanation i could think of is that it prolly shows ineffective if there's no damage done... pokes might still get effected by secondary effects

Hmm....this is the actual reason....secondary effects does not do anything in the game....so it says its ineffective

Even a cutiefly wont get any damage from noibat still when noibat uses heatwave the cutiefly would be burned...
