If you could ensure that every IV Reroll would increase the IV's at a random amount when used rather than just a completely random reset I think you would sell a lot more of them from the shop. The people who have purple and above IV's aren't usually going to risk rolling them, so you lose out on that market. If you are guaranteed some matter of increase there is no fear of using them.

if they were a guaranteed improvement, p2w would simply be able to buy as many rerolls as they needed to get all their pokémon to 100%. i don't think that's a situation we want to be in.

If there were a way to limit the amount of times you can reroll a pok though. So say someone has pink or even a bad spread orange, they could use a reroll once and then not again. If it's guaranteed improvement people would still do it. If anything it would be less p2w because you couldn't just keep rerolling until you get stats you like.
