Could you add an Elite Four?

I have an idea for the elite four, make your own ocs or top trainers to be in the elite four but they are in guilds and guilds can get their own area to make gyms and they won't be like guild gyms but they are like areas like Dragon City where you can buy and place stuff and put pokemon there for decoration and add pokedolls to it too! If you can do it then please do it!
