- It's good to have a chart that has the list of pokemons and their rarity percentage. this will help new players like me value the caught pokemon and prevent other players to scam.

- A monitoring or command wherein the user/player can check if there are available/spawn pokemon which they are hunting (ex: "/check charmander")

Rarity is not fixed from one location to another. Nola posted a guide that explains this phenomenon that you should check out.
Availability:
There is also guide on the forum that tells you where wild Pokémon are or if they are not found in the wild. Many players in chat also know what is wild and what isn't, so asking there is pretty much the same as creating such a chat command.

Purpose : To give more $ value to rare pokemon. pertaining for whole game not only location.
AVAILABILITY - Pertaining to the whole map.
Ex: Given that there are pokemons that are not in the wild. if the chat :
1. "/Check dratini" server will prompt "Dratini exist or Dratini does not exist at this moment".
2. "/Check rayquaza" server will prompt "rayquaza is not available in the wild".
ATTACKDEX - List of Skills with there corresponding damage and effects. players can also filter the attributes for easier navigation. with this, we can help them to lessen their research time on what skills should they use or what skills fit their pokemon.

As mike said, there's no point in doing that just check the spreadsheet that groot made.
Attack-Dex
We have smogon index and pokemon db for that. Check those if you want to know what pokemon learn what moves or more info. There's no point in this as even in the main games by nintendo this does not exist.
