Pokemon daycare : You give to the daycare staff 2 pokemons and they give you back 1.
- You will lost given pokemon forever
- 2 pokemons must be same species
- The baby will randomly receive 1 ivs from its dad and 1 from mom. ( gender, nature are randomly set like wild pokemons )
- Breeding genderless pokemon cost a lot money ( base on the pokemon you want to breed )
- You can get shiny from breeding, the rates are :
+ 1/4096 if you breed 2 non-shinies.
+ 1/3 for 1 non-shiny and 1 shiny. ( Raised to 50-60% )
+ 100% for 2 shinies.
*** Special clause : Breeding 1 pokemon with ditto cost you 5mil
**** Eeveelution clause : If you breed 2 eeveelution you get that eeveelution as a baby.
***** Breeding items : when you attach these items to parent pokemons it will pass down the specific iv to the child

you'd be paying this NPC to take 2 pokémon, maybe give you your shiny back, but more than half the time give you your non-shiny back. i think you spent too much time on what the NPC might look like and not enough time on whether using it would actually be worthwhile (the benefits you describe are minimal, and not really worth any risk IMO).

You got the point, we should raise the odd to 50-60%.

when IV rerolls exist, there doesn't seem like there's much incentive to potentially sacrifice shinies in the hopes that the better IVs will pass over. rerolls are expensive but by no means inaccessible. this suggest breeding system has too many drawbacks for too little, and too random, a benefit.
