Pokemon won't level up

i have shieldon lv 7 the exp bar is full but wont level up i also have aerodactyl and it wont level up too

what should i do?

you need to let them make the last hit or kill a poke to lvl them up.

shieldon is in the erratic levelling group, aerodactyl is in the slow group.
all poke in these groups are caught with too high a level for their current exp total. the first level up will take longer than expected, and the blue exp bar will not be displaying correctly until their total exp reaches where it should be for their current level.
