my suggestions:

item honey - would increase chances of finding shiny pokemon in area it is used for 30 minutes

changing forms of pokemon - would work like evolution

roaming encounters: some box only pokemons for example timburr would be in map but it would located in random coords and the location of it would change every 10 -30 minutes

chat bad word checker: server would detect bad words in chat and would give warning to person who said bad word and after few warning the person will be chat banned for some time

No, all Pokemon will be available to be caught in the wild within future updates or during events.

Nope, rules clearly state no swearing or what not, read them, if they're broken, ban.
