This suggestion is special bc its not in any official game. My suggestion is about adding league conference before champion league (elite fours and champion) as we can see in anime.
Reasons:
1. This game is almost same with anime.
2. Players will feel like they are professional pokemon trainer as they can be pokemon league champion and elite members....
3. The game will not be boring after completing and wining all gyms because after completing/winning all gyms all can players can think about pokemon league as ash thought in anime.
4. No game has this thing and it can be a good feature of Pokemon Rise.
I asked this question "Do you guys knows about League Conference?" and almost all people said "No". That's why I am saying what League Conference is below.
Pokemon League Conference: So, Pokemon League Conference is a part of Pokemon League in anime. In Anime there is a big competition called "Pokemon League Conference" and only one player can win this competition and only he/she has the rights to enter and challenge" Champion League" (The league of Elite Fours and Champion). And if the player beat Elite Fours and Champion, he/she becomes the next champion. And usually elite fours never change before their death or if they want to give any trainer. All Elite Four members choices a person who will be next member of elite four after their death. All players can challenge champions and elite members any time but it will not be any official match. Usually the League Conference us held every three years. All regions have their own League Conferences and usually 256 players can participate each league conference. Only the players who have eight gym badges of that region can participate each region's league.
Note: Each region has more than eight gyms according to anime.
Suggestions:
1. Using this system before making pokemon league.
2. Instead of three years, you can arrange these festival every three months.
3. Giving the champion and elite fours "Champion-<Region's Name>" title and "E4 no.<the number of elite members among four>" title before their name.
4. Giving trophies or awards to the champion every pokemon league.
5. Arrange it as an official tournament so that players can enjoy this.
6. Make some old and powerful players elite members and champion for first time and the elite members will change every year according to players winning numbers in pokemon league conference without the winner as he will be champion not elite member (but all of new elite members have to beat all past elite members. If some of them is not able to beat one of the past elite four members, they will not be elite four member as they became failed to beat one of the past elite four members and the elite member who beat the player again will be elite four member next year. May be you can understand what I'm saying)
7. Adding a new area for these stadiums as we need a lot of stadiums for 256 battles. You can understand that it will be bad that if pokemon league will be held in battle halls. (It's not very important but not useless and bad I think)
Note: I'm saying to make this as pokemon league after making all gyms of each region not soon and it's an anime exclusive festivals which is not in any game as the official games are not multiplayer game and very few people know about this.
