for people like me im horrible at trading i think a price range for each pokemons ivs and evs should be determined so people like me can be better at trading think this would help people such as myself

This doesn't make sense, if we start adding rules around pricing no one will trade, it's up to the player who owns the pokemon to set a price, it's driven by the community on how much things are worth.

Rarity of pokemon differs from time to time, availability in Current map and activeness of the players who got em. It's dynamic not static. My suggestion is to ask in global or others and gather info. About pokemon before buying/selling.
