What if we let the novice master the use of Hm-surf to go through pokemon northern water?

there are bridges to cross water tiles and water poke there are fully visible , for the time being surf doesn´t sound particularly necessary

Tbh when there is a poke which is far away from land and u try throwing balls and it says u r far away, it rlly feels annoying lol
