well if we were basing the gyms based of the original pokemon games then the gym leaders have to only make their best pokemon (or their ace pokemon) at the level cap and the rest of the gym leaders pokemon 1 or 2 levels lower than then the gyms level cap.

Wait wait wait. I think the entire conversation is above me is wrong lol. If you read my extensive forum (which you should), you would see most gym leaders have either 50 or 100 pokemon. Elite four and champion will always be 100
