challengers can only use pokemon at or under the level cap the gym leaders set also, just put your card in your signature instead of posting it with all of your messages xD

Yes you can’t use Pokémon over the gym level cap.
As for Pokémon banning. That’s on the gym leader, I have no influence on what they ban. But if it gets out of hand, I’ll stop it.
